WASHINGTON, D.C. – Today, the U.S. House of Representatives passed the Coast Guard Authorization Act of 2025, which includes a Safe-to-Report policy that Congressman Joe Courtney (CT-02) has worked for years to make law. The Safe-to-Report policy would protect Coast Guard personnel and Coast Guard Academy cadets from punishment for minor offenses when reporting an incident of sexual assault.

WASHINGTON, D.C. – Ahead of a vote by the U.S. House of Representatives, Rep. Joe Courtney (CT-02) spoke on the House floor to urge his colleagues to codify the Coast Guard Safe-to-Report policy, which would protect Coast Guard personnel and Coast Guard Academy cadets from punishment for minor offenses when reporting an incident of sexual assault. The Safe-to-Report policy is included in the Coast Guard Authorization Act of 2025, which is schedule for a vote in the House tomorrow.

WASHINGTON, D.C. – Ahead of a vote by the U.S. House of Representatives, Rep. Joe Courtney (CT-02) spoke on the House floor to urge his colleagues to support H.R. 672, which includes Rep. Courtney’s provision to assign a single zip code to the town of Scotland, Connecticut. During the speech, Rep. Courtney also set the record straight after hysterical opposition to the bill from the U.S. Postal Service in a letter sent to Congress last week.  The House is scheduled to consider H.R. 672 today.

WASHINGTON, D.C. – Today, Rep. Joe Courtney (CT-02), Ranking Member of the Seapower and Projection Forces Subcommittee, voted to advance the bipartisan FY26 National Defense Authorization Act out of the House Armed Services Committee (55-2). After a chaotic 2026 defense budget process left a shortfall for the Virginia-class submarine program, the committee-passed bill includes the Courtney amendment which boosted the Virginia program by $1 billion to close the funding gap and ensure a 2-per-year build rate.

WASHINGTON, D.C. – Today, during the House Armed Services Committee’s markup of the Fiscal Year 2026 (FY26) National Defense Authorization Act, the committee unanimously adopted the Courtney amendment, which he offered as Ranking Member of the Seapower and Projection Forces Subcommittee, to authorize $1 billion in additional funding for the Virgina-class submarine program.

The bill includes nearly $1 trillion in cuts to Medicaid and the Affordable Care Act, the largest cut to health care in U.S. history.
