WASHINGTON, D.C. – Yesterday, Congressman Joe Courtney (CT-02), Ranking Member of the House Seapower and Projection Forces Subcommittee, urged his colleagues to oppose an amendment to the 2026 National Defense Authorization Act (NDAA) which would require President Trump’s Department of Defense to certify all offshore wind projects in the North and Mid-Atlantic within 90 days of the bill’s passage, including offshore wind projects already reviewed by the Department of Defense.

Joe Courtney (CT-02), Ranking Member of the Seapower and Projection Forces Subcommittee, voted to advance the bipartisan FY26 National Defense Authorization Act out of the House Armed Services Committee (55-2). After a chaotic 2026 defense budget process left a shortfall for the Virginia-class submarine program, the committee-passed bill includes the Courtney amendment which boosted the Virginia program by $1 billion to close the funding gap and ensure a 2-per-year build rate.
