Courtney Supports Final Passage of Major Housing Reform Bill

WASHINGTON, DC – Today, Congressman Joe Courtney (CT-02) released the following statement after voting to complete final passage of the 21st Century ROAD to Housing Act (H.R. 6644). The bill was passed by the House by a vote of 358-32.

“Eastern Connecticut needs more quality and affordable housing supply to meet demand and lower costs, particularly with a growing workforce in New London County,” Courtney said. “The 21st Century ROAD to Housing Act makes much needed federal reforms to generate new housing construction, expanding affordable rental housing, prevent homelessness, and bring homeownership within reach for Americans.” 

“This bill reflects tireless, years-long advocacy from across the housing sector. This is how Congress is supposed to work, with improvements made through the legislative process to create a better product meeting community needs,” Courtney continued. “There is more work ahead for Congress to deliver robust investment into housing that capitalizes on the reforms made in this bill.”

H.R. 6644 was first passed by the House in February 2026. Following Senate changes to the bill, the House passed its own amended version of H.R. 6644 in May 2026. Following additional Senate changes to the bill, the House passed the final version of H.R. 6644 today. The bill now heads to be signed into law by the President.
