FY2026 Community Project Funding Request Disclosure

Rep. Courtney has submitted the following funding requests for important projects in Connecticut's Second District to the House Appropriations Committee. 

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2026 – although fewer may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Rep. Courtney has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested and has identified the federal statute authorizing the funding for each project.  

AGRICULTURE

Wheeler Library Renovation and Restoration

  • Request: $1,800,000 to the Wheeler School & Library of North Stonington, Inc.  
  • Address: 101 Main Street, North Stonington, CT 06359
  • Subcommittee: Agriculture
  • Agency & Account: USDA-Rural Development, Rural Community Facilities Program
  • Description: Funds will be used for the restoration of Wheeler library, enabling one of the few public services in this community to continue operation for local residents, including through accessibility and resiliency upgrades to this historic building.

Town of Killingly Water Pollution Control Facility Upgrades

  • Request: $1,000,000 to the Town of Killingly  
  • Address: 172 Main Street, Killingly, CT 06239
  • Agency & Account: Environmental Protection Agency/EPA, Clean Water State Revolving Fund
  • Description: This funding request is for the design of an upgrade to the existing Killingly Water Pollution Control Facility, which serves two towns, the Town of Killingly and the Town of Brooklyn, CT. This will be a valuable use of taxpayer funds because the existing facility is currently at its maximum treatment capacity. As a result, the Town cannot accept new sanitary sewer connections for industrial, commercial or residential developments in the Towns of Killingly and Brooklyn.

COMMERCE JUSTICE AND SCIENCE

Ledyard Police and Fire Department Dispatch System Replacement

  • Request: $229,000 to the Town of Ledyard  
  • Address: 737 Colonel Ledyard Hwy, Ledyard, CT 06339
  • Subcommittee: Commerce Justice Science
  • Agency & Account: DOJ/Office of Community Oriented Policing Services, Community Oriented Policing Services
  • Description: Funds will be used for the acquisition of an updated Computer Aided Dispatch and Records Management System (CAD/RMS) to enable the Ledyard Police Department to modernize outdated technology that impairs their ability to respond to and prevent crime. This project aligns with the goals of the Community Oriented Policing program authorized by Section 1701(b)(8) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(8)), specifically its provision for "interoperable communications technologies, modernized criminal record technology, and forensic technology to assist State, tribal, and local law enforcement agencies."

Coventry Police Department Dispatch and Body Camera Equipment Upgrades

  • Request: $445,500 to the Coventry Police Department  
  • Address: 1585 Main Street, Coventry, CT 06238

  • Agency & Account: DOJ/Office of Community Oriented Policing Services, Community Oriented Policing Services
  • Description: Funds will be used for the acquisition of new radio and camera technology for the Coventry Police Department. The project will enable the Coventry Police Department to modernize outdated technology that impairs their ability to respond to and prevent crime, ensure the safety of officers, and be responsible and transparent to the community. The project aligns with the Community Oriented Policing goals, and will improve accuracy and safety during emergency response and within police headquarters.

Project Oceanology for Research Vessel Acquisition

  • Request: $960,000 to the Interdistrict Committee for Project Oceanology  
  • Address: 1084 Shennecosset Road, Groton, CT 06340
  • Subcommittee: Commerce Justice Science
  • Agency & Account: USDOC/National Oceanic and Atmospheric Administration, Coastal Zone Management
  • Description: Funds will be used for the acquisition of a research vessel to be used for research, restoration, and education purposes in the Long Island Sound. The project will expand coastal restoration, research, and education efforts within the Long Island Sound coastal zone in line with the goals of the Coastal Zone Management Act.

TRANSPORTATION, HOUSING, AND URBAN DEVELOPMENT

Mansfield Phase II of Bike and Pedestrian Connection

  • Request: $1,952,000 to  the Town of Mansfield   
  • Address:  4 South Eagleville Road, Mansfield, CT 06268
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: DOT – Federal Highway Administration, Highway General Fund Programs
  • Description: Funds will be used for used for improved bicycle pedestrian safety and accessibility to the downtown center. The project will be Phase II of a larger effort to create bicycle and pedestrian connectivity on CT-195 (Storrs Road) between US[1]44 (Middle Turnpike) and Moulton Road.

Public Dock Replacements at Howard Brown Park

  • Request: $600,000 to the City of Norwich
  • Address:  100 Broadway, Norwich, CT 06360
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to repair the docks at Howard Brown Park in Norwich, CT, which recently surpassed their 30 year expected life span. While the City was successful in obtaining funding to replace a portion of the old docks, there is still a section adjacent to the boat launch that is becoming unstable, and in need of repair.

Colchester Country Place Housing Upgrades

  • Request: $2,000,000 to the Connecticut Department of Housing   
  • Address:  505 Hudson Street, Hartford, CT 06106
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to facilitate expansion of affordable housing options in Colchester, Connecticut. The State of Connecticut Department of Housing, in partnership with the Connecticut Housing Finance Authority (CHFA), will use the funds to acquire and rehabilitate 194 units of family housing, of which 146 are currently affordable, to make all 194 units deed-restricted affordable housing units at Country Place I & II.

Rehabilitation of the Rockville Public Library

  • Request: $1,487,150  to the Town of Vernon  
  • Address:  14 Park Place, Vernon, CT 06066
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to rehabilitate the entrance stairs of the municipal library, which was constructed in 1904. The current entrance stairs are in disrepair which creates a significant public safety risk. The rehabilitated stairs will make the library safer by reopening the south entrance and providing a safe egress through the front door.

Pawcatuck Village Community Park

  • Request: $2,756,900 to the Town of Stonington
  • Address:  152 Elm Street, Stonington, CT 06378
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to transform an underutilized and overgrown property into a community asset, turning it into a park that will provide public access to the water, ADA[1]accessible walking paths, shade structures, fishing areas, public restrooms, and parking. Pawcatuck is a village and census-designated place within the Town of Stonington.

City of New London Addition to Early Childhood Center at B.P. Mission

  • Request: $2,500,000 to the City of New London   
  • Address:  181 State Street, New London, CT 06320
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: : HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to add 3-4 new classrooms to the City’s existing facilities in order to provide more access to high-quality early childhood education for the children and families in the New London community.

Town of Thompson Blighted Property Reuse for Economic Development

  • Request: $732,007 to the Town of Thompson  
  • Address:  815 Riverside Drive, North Grosvenordale, CT 06255
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used to adaptively reuse the vacant and blighted town-owned structure at 65 Main Street and town-owned land at 35 Marshall Street, both in the Thompson village of North Grosvenordale. The redevelopment will provide for high school culinary education career training. Additionally, the redeveloped property will also house a municipally-supported small business support center with a focus on the agricultural sector

Town of Vernon Daniel’s Mill Remediation and Renovation

  • Request: $2,100,000 to the Town of Vernon
  • Address:  14 Park Place, Vernon, CT 06066
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used for remediation of Daniel’s Mill, which is in the Rockville section of the Town of Vernon. It will remediate hazardous substance and revitalize a blighted vacant property. Additionally, the proposed development will add a combined total of 200 housing units, infusing economic vibrancy to the downtown Rockville area. for the restoration of Wheeler library, enabling one of the few public services in this community to continue operation for local residents, including through accessibility and resiliency upgrades to this historic building.

Town of Hebron Church Street Commons Housing Rehabilitation

  • Request: $2,200,000 to Town of Hebron 
  • Address:  15 Gilead Street, Hebron, CT 06248
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: HUD – Community Planning and Development, Economic Development Initiatives
  • Description: Funds will be used for the construction of approximately 50 units of mixed-income housing. The project will provide housing for individuals and families, including seniors, for young professionals, and for working parents who want to raise their children in a safe and connected community.

Mohegan-Pequot Bridge Rehabilitation Project

  • Request: $2,000,000 to the Connecticut Department of Transportation
  • Address:  2800 Berlin Turnpike, Newington, CT 06131
  • Subcommittee: Transportation, Housing, and Urban Development
  • Agency & Account: DOT – Federal Highway Administration – Highway General Fund Programs
  • Description: The funding will be used to address existing bridge deterioration and extend the service life for another 20 years or longer. The Mohegan Pequot Bridge is a two-lane, steel girder bridge built in 1967 that spans the Thames River connecting the towns of Montville and Preston. The purpose of this project is to maintain the bridge in a "State of Good Repair" by improving the structural integrity of the bridge.
