Boosting Submarine Production & Creating Jobs

“Growing eastern Connecticut’s economy has always been my highest priority. Since day one in Congress, I've worked to expand submarine production to ensure our manufacturing industry from Groton to Vernon succeeds.

”In 2023, the Federal Bureau of Labor Statistics reported that the Norwich-New London job market grew the fastest in Connecticut – the second fastest in New England.

“There is more work to be done. The high cost of living – particularly for housing – is a struggle for too many. Keeping the job growth strong and connecting people to rewarding, good-paying careers is the best strategy to solve our region's challenges."

-Rep. Joe Courtney, Connecticut's 2nd District

Quality Careers

Driven by historic funding for submarine construction that Rep. Courtney has secured in Congress, Electric Boat hired 5,300 new workers in 2023 and plans to hire 5,200 more in 2024. Under a new 5-year labor agreement, rising wages and improved benefits signal that these aren’t just jobs but rewarding careers.

And it’s not just on the shoreline. Eastern CT is home to hundreds of EB suppliers, taking on more work through submarine programs.

Successful Workforce Development Programs

Rep. Courtney helped launch the Manufacturing Pipeline Initiative in 2016 with a federal grant. Since then, roughly 3,400 program graduates have been hired in high-skill positions. This year in Congress, Rep. Courtney championed House passage of a bipartisan bill to build on this program’s success.

Working to Lower Costs

Rep. Courtney strongly supports taking action to lower costs for families and eastern Connecticut residents. In Congress, he is working to bring down housing costs by increasing affordable housing construction, lower food and health care costs, and eliminate junk fees to provide families with more breathing room.
