FY2025 Community Project Funding Request Disclosure
Rep. Courtney has submitted the following funding requests for important projects in Connecticut's Second District to the House Appropriations Committee.
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2025 – although fewer may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and Committee requirements, Rep. Courtney has certified that he his spouse, and his immediate family have no financial interest in any of the projects she has requested and has identified the federal statute authorizing the funding for each project.
Transportation and Housing and Urban Development
- Request $600,000 to the City of Norwich for Public Dock Replacements at Howard Brown Park
- Subcommittee: Transportation, Housing and Urban Development

- Description: The purpose of the funding is to replace aging, outdated docks at the City's waterfront park. The docks at Howard Brown Park, which are at the confluence of the Yantic and Shetucket Rivers, with the Thames River provide access to a very vibrant fishery, which makes Howard Brown Park a destination point for the region.

- Request $2,500,000 to the City of New London for the City of New London Addition to Early Childhood Center at B.P. Mission

- Description: The purpose of the funding is to add 3-4 new classrooms to the City’s existing facilities in order to provide more access to high-quality early childhood education for the children and families in the New London community.

- Description: The funding would be used to adaptively reuse the vacant and blighted town-own structure at 65 Main Street in Thompson, Connecticut. The redevelopment will provide for high school culinary education career training. Additionally, the redeveloped property will also house a municipally-supported small business support center with a focus on the agricultural sector.

- Request $1,952,000 to the Town of Mansfield for Mansfield Phase II of Bike and Pedestrian Connection

- Description: Funds will be used for improved bicycle pedestrian safety and accessibility to the downtown center. Specifically, the project will be Phase II of a larger effort to create bicycle and pedestrian connectivity on CT-195 (Storrs Road) between US-44 (Middle Turnpike) and Moulton Road.

- Description: Funds will be used for the facilitation of affordable housing for low- and moderate-income families for at least two properties in Montville, CT. The project involves preservation and rehabilitation of existing affordable housing.

- Description: Funds will be used for remediation of the Daniels Mill, revitalizing a blighted vacant property. Funds will be used to remediate hazardous substances.

- Request $1,000,000 to the Town of Killingly for Town of Killingly Water Pollution Control Facility Upgrades

- Description: This funding request is for the design of an upgrade to the existing Killingly Water Pollution Control Facility, which serves two towns, the Town of Killingly and the Town of Brooklyn, CT. This will be a valuable use of taxpayer funds because the existing facility is currently at its maximum treatment capacity. As a result, the Town cannot accept new sanitary sewer connections for industrial, commercial or residential developments in the Towns of Killingly and Brooklyn.

- Description: This project will enable the municipality to replace failing water infrastructure. This includes water main replacement, water main relining, and the construction of a new water storage tank. This funding is vital for improving health and safety in the Town of Windham by addressing water mains that are failing, replacing lead service line connections, reducing instances of leaks and breaks, and improving water quantity and pressure in South Windham during times of higher flow needs.

- Request $229,000 to the Town of Ledyard for Ledyard Police and Fire Department Dispatch System Replacement

- Description: Funds will be used for the acquisition of an updated Computer Aided Dispatch and Records Management System (CAD/RMS) to enable the Ledyard Police Department to modernize outdated technology that impairs their ability to respond to and prevent crime.

- Description: Funds will be used for the acquisition of new radio and camera technology for the Coventry Police Department. The project will enable the Coventry Police Department to modernize outdated technology that impairs their ability to respond to and prevent crime, ensure the safety of officers, and be responsible and transparent to the community.

- Description: Funds will be used for the acquisition of a research vessel to be used for research, restoration, and education purposes in the Long Island Sound. The project will expand coastal restoration, research, and education efforts within the Long Island Sound coastal zone in line with the goals of the Coastal Zone Management Act.

- Description: Funds will be used for the restoration of Wheeler library, enabling one of the few public services in this community to continue operation for local residents, including through accessibility and resiliency upgrades to this historic building.
