FY2024 Community Project Funding Request Disclosure
Rep. Courtney has submitted the following funding requests for important projects in Connecticut's Second District to the House Appropriations Committee.
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although fewer may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and Committee requirements, Rep. Courtney has certified that he his spouse, and his immediate family have no financial interest in any of the projects she has requested and has identified the federal statute authorizing the funding for each project.
Agriculture, Rural Development, Food and Drug Administration:
Intended Recipient: Day Kimball Healthcare
Requested Amount: $2,635,115
Explanation of Request: This request would provide funding to purchase and install a fixed MRI machine at Day Kimball Healthcare to expand access to imaging services to patients in northeast Connecticut.

Intended Recipient: Noank Fire District
Requested Amount: $1,182,208
Explanation of Request: This request would fund an extension of the watermain in the Noank Fire District to remove residents from contaminated and failing wells.

Intended Recipient: Coventry Water Tower
Requested Amount: $1,875,000
Explanation of Request: Requested funds would be used to construct a 500,000 gallon steel water tank to promote adaptive reuse of historic mills, increase affordable housing options, and improve economic retention.

Intended Recipient: Mashantucket Pequot Tribal Nation
Requested Amount: $639,000
Explanation of Request: This funding would enable the tribe to replace two 6 food sanitary forcemains at the Mashantucket Pequot Tribal Nation Water Treatment plant to restore consistent operation of water services for facilities in the reservation.

Intended Recipient: Town of Stafford
Requested Amount: $519,750
Explanation of Request: This request would provide funding for the Town of Stafford to complete renovations to ensure Americans With Disabilities Act compliance to improve access to services provided at the Warren Memorial town Hall, a 100 year old essential public facility in Stafford, CT.

Intended Recipient: Town of Lisbon
Requested Amount: $140,250
Explanation of Request: This funding would enable the Town of Lisbon Fire Department to purchase new decontamination equipment recommended in occupational safety guidelines to remove toxic and carcinogenic chemicals from fire fighting equipment and gear.

Intended Recipient: Town of Suffield
Requested Amount: $1,821,040
Explanation of Request: Requested funding would allow the town to replace the nearly 50 year old Stony Brook Interceptor, the main sewer for the Suffield Waste Water Treatment Plant, serving all town emergency services and schools, which is failing due to intensifying stream flows.

Intended Recipient: The Connecticut Audubon Society, Roger Tory Peterson Estuary Center
Requested Amount: $800,000
Explanation of Request: This funding would enable the Connecticut Audubon Society to restore and stabilize the riparian border along the Lieutenant River in Old Lyme., CT, within the National Estuarine Research Reserve. The Project will include marine and wildlife habitat conservation and enhancement, eradication of invasive species, mitigation of coastal erosion, establishment of a living shoreline, and an accessible trail.

Intended Recipient: City of New London
Requested Amount: $1,479,420
Explanation of Request: The requested funds would enable the New London Police Department to upgrade their digital infrastructure including new cabling, wiring, electrical conduits, and Wireless Access Points. Awarded funds will be used to modernize the department's outdated technology infrastructure by refurbishing and installing works server rooms and replacing outdated low-voltage cables for improved data and telecommunications. The project will allow the City to utilize new, efficient technologies and keep up with the rapidly evolving policing advances that require higher capacity technology than the department currently can support.

Transportation, Housing, Urban Development
Intended Recipient: United Way of Southeastern Connecticut
Requested Amount: $266,500
Explanation of Request: This project would fund upgrades to the United Way Food Center’s food storage system, including the purchase and installation of a new generator to ensure the Center is poised to serve vulnerable communities during and after disasters and weather events. The project would also upgrade the Center’s walk-in refrigerator and freezer. Lastly, the project proposes to improve the ventilation system to maintain proper temperatures in the warehouse year-round, improving food safety, preventing premature ageing of food, and improving staff and volunteer working conditions.

Intended Recipient: Town of Essex
Requested Amount: $2,400,000
Explanation of Request: This project will complete a connection in Essex's sidewalk network from the end of North Main Street, northerly along the east side of River Road to a large residential population at Heritage Cove, including the replacement of an aging bridge (No. 04663) over the Falls River. This will upgrade transportation infrastructure and correct a currently unsafe on-street walking pattern for residents, particularly crossing the narrow Falls River Bridge.

Intended Recipient: Eastern Connecticut Housing Opportunities, Inc.
Requested Amount:$2,000,000
Explanation of Request: These funds would enable the purchase and rehabilitation of 20 single-family homes to be sold and rented to low- and moderate-income residents in New London and Windham Counties. Funds will be used for acquisition, construction, and closing costs for land and vacant property.

Intended Recipient: Town of Enfield
Requested Amount: $1,000,000
Explanation of Request: Funds will be used to support the public streetscape improvements and public utility upgrades to support and complement the development along North Main Street, Pleasant Street, Chapel Street, and Church Street. Funds will be used for sidewalk improvements, lighting, and roadway improvements.

Intended Recipient: Town of Preston
Requested Amount: $279,000
Explanation of Request: Funds will be used to replace the Town's antiquated and deteriorating winter sand storage shed to maximize storage capacity while protecting the salt product and environment. The funds will also be used for the Town to purchase a generator for the Public Works facility, which has frequently lost power which has meant that the Town's public works fuel system, garage doors, and communications were unable to operate.

Intended Recipient: Town of Mansfield
Requested Amount: $ 3,024,000
Explanation of Request: Funds will be used to construct a 10-foot wide, 4,800 foot (slightly less than one-mile long) multi-use trail which will run south along CT-195 from the intersection with US-44 to Tower Loop Road. This trail will provide safe pedestrian and bicycle access between the Four Corners Area mixed use development and the University of Connecticut’s (UConn’s) main campus along a heavily traveled arterial road.
