FY2023 Community Project Funding Request Disclosure
Rep. Courtney has submitted the following funding requests for important projects in Connecticut's Second District to the House Appropriations Committee.
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 – although fewer may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Labor, Health and Human Services, Education, and Related Agencies:
Project Name: Early Childhood Mental Health Consultants
Requested Amount: $693,437
Intended Recipient: Child and Family Agency of Southeast CT
Explanation of Request: This request would fund 5 full time Master's level Mental Health Clinicians with early childhood mental health expertise to serve the New London, Groton, Waterford, and Ledyard communities. Services would be available to schools and families at no cost.

Project Name: Facility Modernization and Safety Improvements
Requested Amount: $915,000
Intended Recipient: Southeastern Council on Alcoholism and Drug Dependence, Inc.
Explanation of Request: Requested funds would be used for facility upgrades including roof replacement, food storage modernization, HVAC upgrades, and telephone system upgrades to enable SCADD to continue providing long term residential treatment for men with addiction and cooccurring mental health disorders.

Project Name: Facility upgrades to serve individuals with disabilities
Requested Amount: $1.8 million
Intended Recipient: Easterseals of Oak Hill
Explanation of Request: This request would fund upgrades for therapeutic and wellness services to individuals with physical, intellectual, and developmental disabilities, including a focus on veterans and their families. The request would fund capital improvements to Camp Hemlocks to expand services, replace roofing and windows, construct additional cabins, and upgrade accessibility, technology, and HVAC.

Commerce, Justice, Science, And Related Agencies
Project Name: Long-term Risk Management and Mitigation Strategies of Crumbling Foundations
Requested Amount: $4 million
Intended Recipient: University of Connecticut
Explanation of Request: Funding will be used by the University to continue its research efforts on the effects of the mineral pyrrhotite in concrete. The University is advancing scientifically developed standard testing methods, which will lead to the development of both long-term-risk rating systems for foundations that have high levels of pyrrhotite content but are still intact, and an evaluation of mitigation methods that could slow the oxidation and cracking processes.

Project Name: Computer Aided Dispatch and Records Management System Acquisition
Requested Amount: $180,000
Intended Recipient: Suffield Police Department
Explanation of Request: This funding request will enable the Suffield Police Department to purchase a Nexgen dispatch and records management system to upgrade case management processes, communication with State computer systems, improved access to data and forms. The new system will enable the department to better analyze trends and determine resource allocation. Additionally, fire services and ambulance services will benefit from the improved dispatch system.

Transportation, And Housing And Urban Development, And Related Agencies
Project Name: Groton Childcare Center
Requested Amount: $3 million
Intended Recipient: TVCCA
Explanation of Request: TVCCA plans to replace the existing 3 outdated modular buildings used for childcare services with new, ADA compliant facilities designed for care of children ages 6 weeks to 5 years and expand childcare capacity in the region, which qualifies as a "childcare desert".

Project Name: Air Line Trail Boardwalk Completion
Requested Amount: $1.4 million
Intended Recipient: Town of East Hampton
Explanation of Request: This funding will be used to complete the last remaining gap in the Air Line Trail in East Hampton by the construction of a quarter mile long wooden boardwalk. The Air Line Trail is one of two multi use trails of statewide and national significance, connecting Connecticut to other state and the East Coast Greenway. Once this and other gaps are closed, a 112 mile loop through the center of the state will be created for safe non-motorized active transportation and family and pandemic friendly recreation.

Project Name: Eagleville Green Affordable Housing Rehabilitation Project
Requested Amount: $300,000
Intended Recipient: Mansfield Nonprofit Housing Development Corporation
Explanation of Request: This funding will enable renovations on an existing structure to be included as part of a 42 unit mixed income rental development accessible to Storrs Center.

Project Name: Quinebaug River Trail Construction
Requested Amount: $2.2 million
Intended Recipient: Town of Plainfield
Explanation of Request: This funding request will enable the design, permit and construct 1.6 mile segment of multi-use trail from State Route 205 in Plainfield and going south following the old Trolley Trail, terminating at the intersection of Trout Hatchery Rd. and Cady Lane.

Project Name: Domestic Violence Shelter Renovations
Requested Amount: $1 million
Intended Recipient: United Services, Inc.
Explanation of Request: The requested funding is to be used to renovate an existing domestic violence shelter, expanding it from the current 12 bed capacity, enabling more private space for occupants, and improve ADA accessibility.

Project Name: Public Library and Children's Learning Center Upgrades
Requested Amount: $480,000
Intended Recipient: Town of Canterbury
Explanation of Request: Requested funds will be used to construct a children's play and learning center at the existing Canterbury Public Library to allow a dedicated space for children's services separate from adult services.

Project Name: Town of Stonington Fisherman's Dock Improvement Project
Requested Amount: $900,000
Intended Recipient: Town of Stonington
Explanation of Request: This funding request would enable major maintenance to the Town Dock in Stonington which serves the local fishing industry and wholesale businesses. The piers require maintenance including replacement pilings, framing, and lumber in order to enhance operations, public access and resilience to sea level rise.

Homeland Security:
Project Name: Town of Madison Emergency Operations Center
Requested Amount: $2.5 million
Intended Recipient: Town of Madison
Explanation of Request: This funding would be used to build an addition to the Madison Hose Co. 1 Fire House to serve as a dedicated Emergency Operations Center for the town. Currently the town does not have a permanent EOC, affecting response times and safety when the need arises.

Interior and Environment:
Project Name: Somersville Wastewater Pollution Control Facility Treatment Improvements
Requested Amount: $945,000
Intended Recipient: Somers Water Pollution Control Authority
Explanation of Request: Funds would be used to improve operations at the town's wastewater treatment plant, which is 40 years old. The upgrades will result in important public health and safety improvements as well as economic benefit to the community. Operational improvements to the existing plant's treatment train including rebuilding up to 6 single pass sand filter beds, addition of flow equalization & multi-pass treatment system, modifications to the existing UV disinfection system, and upgrades to the control system; to improve effluent discharge to Scantic River.

Project Name: Coventry/Bolton Gateway Sewer Extension
Requested Amount: $1.5 million
Intended Recipient: Town of Coventry
Explanation of Request: The requested project would extend existing sanitary sewers from the Town of Bolton approximately 2000 feet into Coventry along CT Route 44. The planned sewer service area in Coventry includes 21 properties. The sewer extension would connect to the existing Bolton Lakes Regional (BLR) sewer system that flows to Manchester for treatment, reducing the potential for groundwater contamination and facilitating redevelopment of commercial properties nearby.
