Question: Will H.R. 3962 (America's Affordable Health Choices Act) reduce any of my current Medicare benefits?

    James, Chester

Answer: One of the most important components of the America’s Affordable Health Choices Act is the strengthening of the Medicare program for current and future beneficiaries. This is why AARP, which represents over 40 million seniors, has strongly endorsed the legislation. Changes to the Medicare program will ensure better access to care services, more affordable care options, and extension of Medicare solvency for five additional years.

Beginning in 2010, all Medicare co-pays for preventative care services will be eliminated. This means Medicare beneficiaries will pay nothing for medical services such as annual exams, glaucoma tests, mammographies, colonoscopies, as well as other preventative care services that help maintain sound health. Also beginning immediately in 2010, the size of the Medicare Part D "donut hole" will be reduced by $500, with complete elimination by 2019. For beneficiaries that still fall in the hole during this phase-out period, they will receive a 50% discount on name brand drugs, with the full cost of the drugs counting towards the deductible. Additionally, Part D providers will no longer be able to change a prescription formulary during the middle of the year.
